Instructions
- In a medium saucepan, bring the water to a boil. Add the ramen noodles and cook for 2–3 minutes, just until tender.
- Drain, reserving about 1/4 cup of the cooking water. Reduce heat to low and return the noodles to the pan.
- Stir in the milk, reserved cooking water, cheddar cheese, cream cheese, garlic powder, black pepper, and red pepper flakes if using.
- Cook, stirring constantly, until the cheeses melt and the sauce is creamy, about 2 minutes.
- Serve immediately while hot and cheesy.
